Legal Causes that Limit the Emergence of Korean-style Minerva University and Directions for Improvement
Abstract
Why is it difficult for a Korean-style Minerva University to emerge? Isn’t Korea’s legal system preventing such innovation in higher education? Minerva University was established in a startup-like manner. However, it is evaluated that this university has pressed the reset button on higher education in general. The most notable features of Minerva University are 100% online lectures using information and communication technology and mobile learning across seven countries around the world. Above all, Minerva University operates a unique competency-centered curriculum with the goal of imparting useful knowledge for students’ success. However, Korea’s higher education laws are creating an unfavorable environment for the emergence of a Korean-style Minerva University. Above all, regulations such as the university establishment and operation/regulations, the Higher Education Act, and the Private School Act are obstacles. The legal order centered on the Constitution needs to devote its efforts to creating a favorable environment so that such challenges are not driven to experiments outside the system.
