A Study on the Korean Application of Voluntary Local Review (VLR) for Sustainable Urban Development
Abstract
The Voluntary Local Review (VLR) is a report that voluntarily assesses the progress of Sustainable Development Goals (SDGs) at the urban level and serves as a localization process for the SDGs. Though the VLR, cities can confirm their leadership in sustainable development, evaluate the progress of the 2030 Agenda goals, and explore ways to accelerate progress. Additionally, the VLR enhances awareness of the SDGs, activates partnerships, and promotes local actions, helping cities present a coherent future vision for social, economic, and environmental development. Furthermore, it plays a critical role in connecting urban democracy strategies to global agendas. This study aims to promote the successful establishment and expansion of VLR in South Korea, where it is not yet widely recognized. The study will analyze the concept, history, key discussions, impacts, and success factors of VLR, and explore the relationship between urban democracy, multi-level governance for it, and the dissemination of the SDGs. It will also identify the challenges expected in the implementation of urban VLR and contribute to raising awareness of the Korean VLR movement and promoting its practical application.
